If you were at the scene of the Escambia County Central Booking and Detention Facility in Pensacola Florida, during the explosion or subsequent evacuation therefrom and emergency responses thereto, you were married to such claimant at the time of the foregoing events; in the case of a claimant who is now deceased you are the wrongful death beneficiary, heir or heirs of said beneficiary or you are related to the claimant and therefore have a stake on the claim you may be a member of the eligible class
